May I leave Saskatchewan after getting Permanent Residency?

Hi brothers, I think I need help for real, I’ve been searching informations long time :’(
I am an international student in Ottawa who will graduate from a one year program by August 2013. Therefore, I am planning to get a one year post-graduate work permit. After that, I want to go work one year of full time (not skilled job) in Saskatchewan then apply for the Saskatchewan Immigrant Nominee Program (SINP)
So my question is; if I work in Saskatchewan one year (respect the law, help the economy during my stay, pay my taxes..) then when I get my permanent residency I really want to come back to Ottawa (I have my life here, my girlfriend, my cousins, my friends…) I heard that they won’t let me leave Saskatchewan if I get my P.R there :( !
What can I do? I can’t spend my life in Saskatchewan because immigration forces me to do that!
Please help me and tell me different options because I have to decide to leave my life here in Ottawa and go there. And thank you so much brothers. I speak perfect French by the way if that could help.

(p.s = I don’t think I can get a job under NOC 0, A, B in Ontario so do not suggest me to work in Ontario, they only accept skilled jobs for P.R)

Thank you for your response...I wanted to ask, is this rule applicable to all provinces as of now?
Also, in general, can one leave their job and province after getting PR....to settle in a completely new province to start their own business?
Can PR holders conduct their own business?

Hi,
I just read this quote by someone on the forum

"You will sign declaration form to live there, I think you have to live Saskatchewan at least till getting citizenship."

The answer is that you will be/ are given SINP on the basis of the requirement of the province (Saskatchewan). If you leave Saskatchewan right after getting PR your PR could be revoked also. You can leave province only if you are unable to find a job or if you are unable to settle there and for that you need to provide evidence to SINP office. So far SINP has never taken any strict action on this because they are very busy but they have the power to take action. If in case you are not caught by SINP, down the road when you would apply for your citizenship, you can get caught there. Your citizenship file might end up getting hung. So i would suggest you to be loyal to Saskatchewan if they are giving you an opportunity. Its a different story if you are unable to settle or there are any other strong personal reasons."

I agreed, and leaving the province who nominate you, would set a good example of a bad migrant.
