yes bro sometimes its happens due to technical administrative error the application got cancelled(not Refused) then while restoring the application they give you the new application number however your uci is always same.

So its normal technical error nothing to react in this.

However online applications are processed in the VIsa office which has less number of applications I guess. But how could I know from which visa office my application is being processed
 
Hey. Between the two applications, did you change documents so as to satisfy the officer about concerns for previous rejection?
I mean how did it change from rejection to acceptance? Did you present the new application with a different approach?

Yes added a lot of additional documents, land title in India, savings account in India, Investment in India.

Lease document in resident country, vehicle registration, employment contract etc

Also invitation letter

Travel history was given as a reason, this was due to only attaching my.latest passport. Old cancelled passports were full of travel. So i attached a travel history explanation as well.

My parents and brother got TRV. My parents are thinking to come next year but my brother want to visit Canada in September and want to leave in December. He can come alone or immigration officer at airport might deport him as he is 22 year old and coming alone.

Sure, he can visit without your parents. He won't be deported because he is 22 years old + he is traveling alone.

That said, he might be questioned a bit if he appears nervous at the POE and/or if he states a visit of 3 months. This means he could be asked for a return ticket, and evidence of finances to support himself plus his strong ties to India

The only ways you would get this information:
1. If contact your local visa office for some reason, and if they mention it in their reply, or
2. In the GCMS notes

You should assume it is your local visa office that's processing your application even though in reality it might not be the case

Does strong ties includes his college Bonafied certificate.
