May applications for TRV

I have got an email stating:
A decision has been made for your application. We require your passport to finalize processing your application.
Passport requirements:
Does this mean that my parents got visa?
I applied online from canada, they are in india. I applied on may 16,2018!
Experts can you please hep what does that mean?
Because letter doesnt say that wether it is approved or not all it says is decison has been made and need passport!
Please advise: i am bit worried about this.

Dear Bryanna kindly advice i am also facing the same situation as i had applied with with my wife for TRV on april 03 2018 at VAC KARACHI PAKISTAN and after sending CSE to visa office abu dhabi they also informed that my application is currently under back ground investigations despite we had both travel history of USA,UK and SCHENGEN so can u give me any idea that background investigations stage is the last requirement before issuance of visa and what they check during this investigation.Thanks and waiting for your reply
Background checks can be very extensive depending on the information that IRCC seeks about an applicant. This could include criminal/ security/ immigration/ etc checks in multiple countries with the help of multiple external agencies.
It is not the last requirement before the visa is issued. After background checks are completed, your file will be evaluated by a visa officer to make a final decision
Hello everyone! My parents applied for visitor on May 15,2018 from india to attend convocation ceremony of my brother. They applied paper-based application through the agent. Agent says that it is showing under process.

Yeah you should, timeline for my wife's visa:
Applied: 11 May
Acknowledgement : 12 May
Second Acknowledgement from Delhi Office: 26 May
eligibility review started/email from Delhi office: 5 June
Passport Request : 6 June
I applied for my parents to attend my convocation ceremony
Applied on 27th april
Got the acknowledgement email on 30th april
Got the same acknowledgement email on 12th may
They got one more email like we are getting large number of file. We will make a decision on your file as soon as possible. Something like that.
Thereafter they dispatched the passport on 30th may. On 1st june they got their passport with visa stamp
not yet due to back ground investigations but i received my passports back as i had to travel to thailand along with family so u also update me regarding any information on your case as you and me both applied for TRV in april 2018 from pakistan.thanks.
congrats, you have received what is called as passport request or ready for visa email. all you need to do is send passport and get the visa. this only comes when visa is approved.
