Could someone shed some light on

1. Does every sponsor receive a separate sponsor approval (SA)?
2. Those who have received a separate SA, what was the content/message written in it?
3. Does getting an AIP (to PA) implicitly mean a positive decision on sponsorship application, as in, the sponsor was also found eligible to sponsor (an implicit SA)?

Pre-arrival is essentially meaningless for inland applications, except it usually comes when your eligibility check has been completed. Please update us when you receive AIP.

It keeps getting weirder: today I received the Pre-arrival letter - and still no AOR, which means I still can't apply for OWP nor health coverage.

So my (strange) timeline is:
Applied: May 17, 2024
Biometrics invitation: August 21
Biometrics completed: August 22
Pre-Arrival letter: October 26

In your experience, does the pre-arrival letter mean anything substantial?

That is correct that is the AIP.

Yes, AIP and you can search google on how to apply for OWP. Here is an example:

Applying work visa might not be very good idea it takes 140-150 days in general if your status is visitor. You may end up getting the PR before. My work visa approval took me 142 days following AOR.

If you have AIP then applying for a work visa doesn't make sense since the time to process a work visa exceeds the time remaining on the application in most cases. It makes sense if you are coming from a place like Iran, Russia, or China since the CSIS checks from there will take a bit longer.

I did receive a SA letter (to me, the sponsor) via mail today. The postmarked date on the letter is Oct 11.

Work permit takes 154 days to process, Uve AIP meaning your pretty close , i will not apply for work permit at this point.
