The eligibility started after my parents did the biometrics on May 17

Applied for parents visitor visa on April 24th from Hyderabad , India by the new online portal .
Got Biometric Colllection letter same day ( April 24 th )
Completed Biometrics on May 3 and was updated the next day .
BIometrics updated : MAY 4
Background check and Eligibility still under processing ...
Can someone plz say whats BVL ?

The application is stuck from May 4 onwards . No updates since then . Dont know if this has something to do with the strike that happened from April 19 to May 1

Portal says we are reviewing eligibility. But tracker says eligibility not started.
