Thank God after waiting for almost 4 months after being DM and after filing a complaint to the Minister of Immigration in Ottawa, IRCC-Winnipeg sent an Oath Invitation in the mail and was received today. Actually, I was disappointed of how they process applications. The reason that I filed a complaint is that they prioritize applications submitted at a later date, whereas, the applications submitted earlier were left behind. I felt very unjust. Some of the applicants who submitted at a later date than mine already took the oath last Nov/Dec 2017 (last year). I felt something fishy about it and according to them they always process applications at a first come first serve basis but it wasn't followed in my case. I got good results from my complaint though. This journey is well over. Oath taking ceremony will be next month (February 2018).

In my opinion, they won't react to the complaint at this stage, because your application is far from 12 months "deadline". Based on the posts from other people with similar situations(delays at the initial stages, e.g. AOR, "In process") IRCC call center usually replies that the application processing time is 12 months and there is no need to worry about it until it reaches this deadline.Hi,

I ordered atip recently and had the same statement under paper file location. The Contact Centre Agent told me that it means all clearances are done and you should receive a test invite. Hope this helps!Unfortunately my wife is still waiting for her test invite, she applied in May!!! We ordered ATIP and it was saying: test pending clearance tagged.

Yeah Sorry to hear that! Honestly this process is pretty arbitrary at times No real queue system followed. unfortunately you can't do anything about it until the 1 year is up as that's the official timeline although we know it's taking on average around 8 months in the GTA region.
What you can do is prepare for the worst by keeping your letter and everything ready to write to your local MP the minute 1 year ends..and just be patient and hope you never have to use this letter
