HI, my wife has completed 3 years stay in Canada as permanent resident, and she has completed 8 months post-graduate certificate in Bussiness managenet from Centenial college in Canada. Does she need to appear for CELPIP or IELTS general language test / submit scores while applying Canada citizenship ? or She can just submit her 8 months certificate in Bussiness management as language proof ?

No, she can send the transcript or the diploma or certificate which ever she has

You have to send a document saying that your mode of teaching was english from that institution. Is there any one from East York?
