It actually says: "The certificate must be issued no more than three months before you apply".
I may interpret this as issued no more than 3 months before it reaches the VO.

If you have a PCC right now then you can actually send it to them.

Go to: http://www.cic.gc.ca/english/e-services/index.asp and click on check your application status. You will need your file number and UCI handy to check your status.

I guess they haven't received it yet or started working on it.. I will try later on this week again.

Most likely, just sit back and relax for a few months before they actually start processing your application :)

Hey there,

My application was received on the 15th but CC is not charged yet. I am starting to get worried :'(
Should i email them or just stay put and wait?

I would suggest waiting till the end of this week.. hopefully you will get cc charged before Friday
