My application was received exactly by the same person. i initially thought my application file was lost or returned thought i never got back application. finally, after calling several times over a month, my file was put in process.

I'm very glad to be a member of this forum, I was panicking that my application was lost. However, getting to know that some members share the same story, it makes me relieved.
 
Advice: Call twice a week to CIC.

How's calling CIC going to speed up my process? I thought CIC agents can't speed up process or make decisions!

You are right in saying that they cant speed up process but at least they can look for your application package since it's already too long (4 months). that's what u can do right now otherwise you have to resend your application. In my case, i wasn't sure what's was wrong (for example, do i need to supply language proof such as IELTS result since i attached my diploma as a proof).

Last week i called to CIC to inquire about my AOR since i havent got it. the answer i got from agent they already sent it. the same day i got an e mail virtually saying the same with a link of study guide. Not sure what to understand?
 
You will call and bug ;) CIC to achieve your goal which is to start your process asap. Since most of our applications are already
in process, now it is important to know why yours wasn't. Once the process begins successfully without an incomplete application, it will flow in its own pace.

So, did you get the e-mail directly from CIC?

It may implies that your application process has begun successfully. You called CIC several times, AOR delivery is delayed for some reason and they felt that you are worried, can be other reasons for sending such e-mail.

Don't worry the email confirmed that they received your completed application otherwise CIC wont issue the booklet. Relax :) :) :) :). Now, I wish all the applicants goodluck, fast track and stress free ;)

The more you call CIC, the more the system notify your file enquiry. This might make someone in the department to check what going on, why this many calls. I am a computer engineer and I know when an agent make a search about any applicant it will reflect. The systems are usually design to keep track of agents searchable enquiries when you provide client ID. That's how they know who is who.
