Personal Worth Assessment is at the tail end of the immigration process, that is when you are about to land in Canada. You are expected to complete some set of forms for all the assets you are bringing to Canada.
Your proof of funds(statements of bank accounts balances; whether in savings accounts, fixed deposit or certificates) is part of the essential documentation to CHC to process the PR Visa.

Navali i agree that state PCCs are not erquired at this stage however its good to get them since FBI is getting very delayed now and incase u dont get the FBI within 120 days, u can go ahead and submit with state PCCs and write a cover letter to the VO explaining that the FBI was applied but isnt in yet. For Kansas check the state dept website, the fingerprint req varies from state to state for example for Pennsylvania we didnt have to send in fingerprints while for California we did.
