I'm not familiar with Indian grades. Are your grades considered high or low? What are they in a 4.0 grading scale? From there, you can figure out which university will accept you. Majority of the prestigious universities accept students with at least 3.0/4.0. But of course you have to be competitive so the higher the better.

By converting 6.47 cgpa into gpa it comes around 2.56 gpa
most universities require 3.0 GPA for masters..

I think this is too low for a university. How about any English test results? Do have related job experiences or any published research? These might help you get admission but with that GPA, your chances are diminished. Try less prestigious university and local colleges. They might accept you. Sorry to bring your hopes down. Just being realistic here. Good luck!

Maybe it's better that you consider US universities. Some lower rank universities in rural areas, which are many in US, may accept your score.

dnt go for diploma. you can go for post grad diploma. as your cgpa is low you need to run a search and check which universities are accepting students with low gpa. you can google it. minimum threshold is normally 65% for masters. however you can easily get into PG diploma from university or college. university is better though.

I would suggest u to try for M-Tech in USA . as mtech falls under STEM category . also with this GPA and a strong SOP plus little bit of luck , u might be able to get in some universities there..
