What are the chances of getting admission in Masters in Engineering in Canada as a PR?

The same as they are for anyone else.

Whether you are admitted into the program really depends on your marks, where you finished your undergraduate degree (what school) and sometimes what experience you've had since completing your bachelors.

I am also interested in MS in engineering management or electrical engineering(Power), can you know about any Canadian University who didn't required IELTS. Kindly inform me , i will wait for your good response.

Depends on 1 year (course based) or 2 year(thesis) based.

If you are doing course based...it doesn't matter except marks since you'll most likely to paying tuition on your own.

Thesis-Master's, your supervisor may be able to provide more funding if you are Pr/Cdn citizen as the tuition cost is lower. Thus, some supervisor may only have the funds for a domestic student. However, you still must meet the gpa cut-off.

At Queen's ECE, you're guaranteed minimum 19900 stipend for each year for domestic, the international student gets ~26k to offset the increase in tuition. So if a prof was looking for a student and you happen to have the same marks as an international, you'll most likely be taken due to lower costs.

I know I wouldn't be getting a job directly into the field but I am interested to join Masters in Engineering. I have applied from my country, but it is really difficult to get concerned from Professors.

Is there any benefit to apply as PR holder?

I got admission in concordia university for Masters in software engineering - May 2014 intake..Is Montreal is a good place to live?Is Software engineering a good course?
 
Software Engineering is really a good course but it is important to take market based training of reputed industries to work in field.
 
I have applied as an international student but reject that the professor say they already have students and do not have enough fund.

Having PR, will it help me get admitted in the universities?
