Yes. Kids can apply for study permits. 2 year old would not be going to school so will have to pay for daycare (get on lists now). Daycare and before/after school care is not free. She will have to show $38K in living expenses not including paying first year tuition.

Study permit cost is the same as hers. It is on the IRCC site what the fees are for permits. 2 year old pays fee for visitor visa.

She needs to factor in the costs of coming to Canada as a single parent. Housing is very expensive, so is food and so is childcare. Finding a spot in a childcare centre is very difficult in some areas. People can wait years on multiple lists. It is tough to depend on public transportation especially if you have children and in some places public transportation is basically non-existent. A car is necessary in some areas. Working will likely not be possible because childcare costs are high. She needs to do extensive research on the actual costs before deciding if coming to Canada is a good idea. It is one thing for an adult to rough it as an international student but with kids you need to find somewhere decent to live, buy nutritious food, have carseats if you go in a car, strollers, furniture, clothing for various seasons, etc.

Do kids need study permits as well?

According to IRCC

Who doesn’t need a permit to study in Canada

Minor children in Canada
  • they’re in Canada attending preschool, primary school or secondary school, and they are accompanied by a parent who has authorization to study or work in Canada

IRCC has been refusing TRVs for a few years for many school aged children and asking parents to apply for a study permit. Also some school boards will not accept kids without a study permit. So parents go to register them for school and school board says to get a study permit.

If she is still interested in studying in Canada make sure it is a public university and would avoid the most expensive areas of Canada. There is a housing shortage especially affordable housing so securing a rental especially as an international student with no history in Canada and with 2 young children may require offering to pay 6 months of rent in advance in many markets and even when offering this it may still be a struggle.
