I highly doubt it. You usually need 3.2 GPA at a very least to get accepted to a Master's program.

You absolutely can. Don't get demotivated by universities stating a GPA of 3 out of 4, because either due to grade inflation in North American universities or grade deflation in Asian countries, whichever way you want to look at it, the requirement stated by universities do not apply to us. A GPA of 3 out of 4 in engineering is an average grade in US/Canada but will put you in the top 10% of the class in many universities in India, which should be similar to Pakistan. I was also demotivated since I am in the same boat but got accepted to all competitive universities I applied to in US & Canada. Smash your GRE/GMAT, and highlight the grades you got in your subject of interest unless you recently found an interesting subject in which you have a bad grade. SHowcase any relevant research/thesis/project and get strong recommendations for your professors. GPA is just one criteria but definitely not the end-all and be-all.
