If your degree is from a univeristy outside Canada, you will need to get an ECA report to show that it is equivalent to a canadian masters degree.

Assuming it is, any masters degre will allow you to get the points for masters in the education section, no matter what field it is in.

The part you ar referring to is something that applies to certain professional degrees in regulated professions in canada, which is of no concern in your case as software engineering isnt one of them.

In your case, all that matters is what the ECA report says your foreign degree is equivalent to in canada.

Yes, you are good with Masters ECA. As per the requirement you need to get only your highest foreign degree assessed. Check the below extract from CIC FAQs.

What credential should I get assessed for immigration purposes?
You should choose the highest level degree, diploma or certificate (or combination) that will award you the most points. For example, you would get more points for an ECA report that shows you have a Canadian equivalent of a master’s degree than for one that shows you have the equivalent of a bachelor’s degree.

In some cases, multiple degrees or diplomas at a bachelor’s level will award you one more point than a single bachelor’s degree.

The minimum requirement to apply as a federal skilled worker is the equivalent of a Canadian high school diploma.

From personal experience, I can recommend WES for foreign creddential assessment. They were quick and i received my result in about 2 or 3 weeks.
