Master’s graduate stream - location confusion

If someone completed first semester at sudbury, then he moved to Toronto for one year but studied at a university in Sudbury (online/physically), then He moved to sudbury for last 2 semesters.

will they receive the extra 10 points under masters graduate stream?

IMO this could go either way. It's hard to guess. What does your transcript say?

I'm not sure anyone is going to be able to definitively answer this question. You'll need to show that you lived in Toronto for a year in your personal history in the application. Hard to say if this will impact the points or not.
