Hi

You need to inform IRCC by sending a copy of the marriage certificate and your spouse's PR card. You don't need to return your COPR.

No need to inform to CIC since that person had no bearing on you receiving your COPR.
Incorrect. Applicants are required to inform IRCC of all changes to marital status prior to landing.

You are correct but there is a caveat. If the person you are marrying is a citizen or a permanent resident of Canada there is no need to inform IRCC.
Show me where it states that on the website. You won't be able to because it doesn't. It states that all marital status changes must be updated. No exceptions.
