Last line am little worried. They say will reject. Id they reject will I get refund ?You can try writing an explanation letter. But according to wording on IRCC website they accept it in very rare cases.
If you can’t get a police certificate in time
If you’re invited to apply, you have 60 days to submit your application for permanent residence. If you do not have all your police certificates by the 60-day deadline, you have 2 options:
Option 1: Decline your invitation to apply
Your profile will go back in the pool. Depending on your score, you may be invited to apply again.
Option 2: Prove you applied for the police certificate
In very rare cases, we may accept both a letter of explanation and proof that shows you made your best effort to get a police certificate on time. (For example, you applied in the first week after we invited you to apply, but it did not arrive within the 60-day timeframe).
You can upload this in the country-specific police certificate field of your document checklist. Examples of proof:
a confirmation receipt
a payment receipt
a delivery notice
a tracking number
An officer will review your application. If they’re not satisfied that you made your best effort, your application may be rejected for being incomplete.

am planning to decline the present invite as the PCC for wife today only initiated and it will take atleast 3 weeks and i will be not able to submit docs

We’ve put in place a temporary public policy for immigration medical exams (IMEs) until October 6, 2024.
If you completed an IME within 5 years of submitting your new application, include the IME number (or the unique medical identifier number) from your previous exam in your current application.
You may be exempt from completing another IME if you meet all of these conditions:
- You applied, or are applying, for either permanent residence or temporary residence.
- You already live in Canada.
- You completed your previous IME in the last 5 years.
- Your previous IME indicated a low risk or no risk to public health or public safety.
Try to write an explanation letter and seek legal advice. If you are confident that your score is in comfortable zone to get ITA in next couple of draws then it makes sense to decline the ITA.
