If you filed an inland application with open work permit, then yes, most likely your open work permit will be approved in 3 to 4 months, and after you receive your work permit, certainly, you can live and work in Canada, while waiting on the decision of your spouse sponsorship application.

Since you are an US Citizen, you don't need VISA to visit Canada and get married in Canada. Unless you are inadmissible to Canada under certain circumstances, such as criminal charges in US prior, most likely, the Canadian border control officers (CBSA) will grant you 6 months as a visitor, when you use your US passport to either driving through a land POE (Most time an Enhanced Driver License will do the same) or arrive Canada boarding with any commercial airlines or other means.
