Go to the Philippines and get married there. More difficult for one to bring somebody from the Philippines.

If you want to do it in that order, bring her to Canada and marry her, she needs a visit visa to Canada. She can apply in the Philippines. Because it is a visit visa, she must convince the immigration officers that she only plans to visit. She can say visit friend, visit boyfriend etc. but it must only be a visit. She needs to show strong ties to her homeland, job, family etc. that she will return after her visit. You can send her an invitation and say that you will be responsible for her and pay her costs. If she gets the visa, she comes to Canada, you get married and then you can apply to sponsor her for PR.

If she can't get a visit visa, you may have to do it the other way around, that is you go to the Philippines, marry her there and then you sponsor her for PR.

She will have to wait for you to sponsor her.... she must have a visa to visit and if it was denied before you got married it will most likely be denied after marriage.

As a Canadian, you may visit the Philippines without a visa for up to 21 days but you can also apply for a visit visa that allows you to stay for up to 59 days, see http://www.philcongen-toronto.com/consular/consular_visa.php

In order to get most of the time there with your wife, it might be a good idea to start filling out the application forms for immigration now because it is a bit of work. Send her the forms she has to fill out. They need her address history, job history etc. She can also apply for a police clearance and get her medicals done ahead of time but keep in mind that the police clearance may not be older than 3 months when you send in your application and the medicals will expire in one year so do not get that done too far ahead. When you arrive in the Philippines, get married, get your marriage certificate and then you can send in your application right away and enjoy the rest of the time in the Philippines with her. Then you must go back before your visa expires and wait it out in Canada for her to get her PR.

Mississauga currently takes 69 days to approve the sponsor, see http://www.cic.gc.ca/english/information/times/perm-fc.asp and after that it takes 9 months for Manila to process 80% of all applications which is pretty good compared to most other visa offices.

The best and easy way to bring her Canada by visit visa. First of all she have to apply for Canada visit visa in their own country. By this she can get visa and visit Canada, after she reached you can married with her and apply for citizenship in Canada.

Thomas, it might be the best way for them to bring her on a visit visa and get married in Canada but not necessarily easy because as other people have already said, immigration is reluctant to give visit visas to people from many countries so this may turn out to be impossible. However, I do agree they should try to apply for it.

Second, getting married will not allow her to apply for citizenship. The husband must sponsor her for PR and as a PR, she must live in Canada for 3 years before she can apply for citizenship.
