Since he has no status in Canada (I guess he is out of status after staying more than 6 months in Canada and didn't apply to restore his status), I think inland is the only option.
And if you applied under inland, he needs to stay and live in Canada with you.

Wait. Did he enter less than 6 months ago? If so he's status is visitor. He has status.
You then can apply outland and then he can go back to the DR. And if he has multi entry TRV, he can come back later.
After AOR, he can apply for OWP once he is in Canada. OWP may take a bit of time for approval and then he can work once the OWP is approved.

That’s good for 5 years and he has been coming and going back since 2023, however we applied for visitor record to extend d his stay this time around and his visitor record says he is allowed to stay til june 2025. So if I apply for the sponsorship before then ,Can he stay longer til the application is processed or would he have to go back by June or am I supposed to apply for another extension ?

Short form, better to apply for extension prior to the June '25 expiry of visitor record - and if he does so he can remain. These are routinely granted and avoids any confusion or errors.

If he applies for and gets the open work permit before that expiry, I believe won't need the (additional) visitor record but would be happy if others can confirm. But as a rough guess on timing that won't be complete in time.

So he has a valid status as visitor since you have extended his stay.
