Marriage License - Affidavit?

The checklist for Parent's visitor visa includes Marriage License. I don't think I can get that document. Can any kind of affidavit be submitted instead of that? Is there any particular format?

1. How/when were they married? Was any document issued to show the marriage? If so, then send a copy of that.
