Marriage in canada with a Serbian man...so LOST!

Hi there!
So I met my fiance over 2 years ago while working on a cruiseship, and we both stopped working on ships at the end of the this past summer.
He is from Serbia, and since then I have gone to visit him 3 times each for a few weeks and the last time for over a month. He is getting his J1 visa next week to do a work/internship program in the US starting in April.
Today, he went to apply for a tourist VISA to come here in Canada and visit me before he leaves for the US. Our plan was to get married here, and have him leave and work/intern in the US for the amount of time the processing takes, and once it is complete, for him to move here in Canada with me. However, he was told he might be denied for the tourist VISA because since he as just finished studying in Serbia and no longer works there, they told him he needs a good reason to prove he will not stay in Canada. Also, they told him he has to bring his J1 VISA and contract with his sponsoring company in the US once he recieves it , to help prove his case that he will not stay in Canada.
He owns a home in Serbia, and owns property as well, however they told him that still might not be sufficient enough.
IS there anyone who knows what else can be done? I know this is a VERY complicated situation, but i feel so lost and every time i try to call immigration canada or ask questions NOONE is helpful. As a matter of fact, receptionists and people who you would THINK SHOULD KNOW the answers at these places tend to be RUDE do NOT HELP AT ALL.

Also, i need to be able to know if he can get a tourist visa to come and we do get married here, should I apply from inland or WHERE should i send the sponsorship papers for us to get a smooth immigration process.

Oh and does anyone know if he can come here with a (US) J1 visa to visit??

Please can someone help me with any advice on what we can do!

getting a canadian visa is very hard,not impossible but hard, the best route for u to follow is when he gets to the US you can go and visit him and get married there, sponsoring him outland(outisde canada) is much faster than an INland application.
but i say let him try and apply for the visa because in my opinion if u get married in canada and he leaves,then you apply to sponsor him outland it will show him in a positive way because he would be able to stay in canada but he preferd to go out and do it outland.

If he can come to Canada, do you know what exact documents he will need for us to get married here? Also, where should we send out documents if do get married? Inland or outland and where?

However, If he can't get a tourist visa to come to Canada, do you know if its possible if i can come visit him in St.Thomas USVI and we can get married there?

Sorry for all the questions but ive been trying hard to find out information and feel lost, i dont want to take and wrong steps throughout this challenging situation.

When we were getting married in Slovenia, I asked the Slovenian embassy in Canada for information on what papers my husband needs to get married here. They told us exactly what he needed. Perhaps you could ask the Canadian embassy in Belgrad for similar information. Or, for starters, check with whoever will marry you in Canada. Could be different from province to province. For British Columbia, I'd start searching here. Don't know about others.

If you get married or not, you're probably better off applying outland. Since he's from Serbia, his application would be processed in Vienna and they process applications pretty fast. He might have to go there for an interview though, keep that in mind. If you can find a way to legally keep him in Canada and have the needed patience, then you can apply inland. I'd still recommend outland though, it's faster and you can appeal it if anything goes wrong.
Actually sending the papers is the easier part, the address is in the applicatiton guide.

I am Serbian woman, but Canadian citizen for more than ten years. I am sponsoring my husband from Belgrade Serbia. I can say Vienna office is so fast processing (2-6 months). They have received our application on November 19,08. but my husband already got PPR on Feb.26. 09.
Maybe you can consider going together on vacation to Serbia, getting marry in Serbia and doing outland through Vienna. It worked for us. I am already expecting my husband to land soon. You need to have recognized satus in certain country to start an application from there. Does he have status in USA? Who is the sponsor in your case?
