But for CEC if you are married what if PA is not ELIG as determined by VO , if PA is medically inadmissible . if PA has a criminal History , no way being married it gonna help , Will it ? NO , whereas if Spouse falls in above issues ultimately the whole application will be refused.
Let me also update you if person gets married in between application , then application is more scrutinized - Lot of additional documents need to be shown which prolongs the application.
Let me rephrase what you are trying to say "being Married if application is approved , its Like CIC/Gov is having Cherry on the Cake" that's all it is.
