can 2 legally married foreign nationals who are residing in Canada, seek to annul their marriage in Canada without going back to their country of marriage?

You'll have to check with the country where your marriage was ordained, maybe even an attorney.
But I don't see how Canada can annul a marriage that took place elsewhere...
