I have received provincial nomination certificate and have applied for paper based PR on January 2021. right now I’m waiting to get Application Received. But at end of the year, December 2021, I am thinking to get married. And my predictions is at that time I will not get PR yet. So then can add my spouse in my existing application? as well as at the same time can also apply to get her work permit? so that she can accompany me.

You can do that.
Just suggestion, dont do that. They will take again 1 to 2 year once you add your spouse after december. You can find thread here who did that. So you have 2 option (1)Get married after PR (2) if you don't mind waiting longer with your spouse you can get married and apply for her work permit and wait together.

But can I apply work permit for my spouse after adding in my PR application and before getting PR? basically looking for the fastest way to accompany my spouse.
