Marine technical superintendent - which province would be more suitable?

Hi all new to this forum..we are planning to apply for the provincial visa. my hubby is a marine chief engineer and working as technical superintendent. We will be applying for the pnp with him as the primary applicant. want your recommendations on which province would be more appropriate? am a business analyst in IT.
Please help with your recommendations.

PNP usually prioritizes selecting candidates where skills are in demand in that province. You’ll need to determine if the job is in demand and where. You will have to Would assume that the prairie provinces are out. Assume that the coastal provinces are likely your best bet but not my forte.

Or he has a 4 year degree

yes Sir, He has a 4 year bachelor degree in marine engineering + he has cleared his chief engineer certificate and holds the indian COC (certificate of competency)

I have UK class 4 CoC EOOW III/1
I am from rating background so I don’t have any graduation or Bachelors degree.
Total sea service of 16 years
My elder brother has PR
Do I have any chance of. Success for PR
Any guidance help
I am married but wife is BA arts from Marathi medium poor in English
