What is the difference between Background & Prohibitions?

I’ve passed Background and still waiting for Prohibitions, but when I check their explanation links they go to the same exact bit of information. Seems like Background would cover Prohibitions, but obviously I’m missing something. I’m not at all worried about passing Prohibitions, just curious about the differences.

Here - BG completed a couple weeks ago. Since I’m Language & Test exempt I’m hoping my application will be wrapped up soon.
