I press 0 and they say due to high volume we are unable to take your call, try another time, I have tried different time of a day, and I am trying this for almost a week.

I also experienced that pretty many time. I recommend calling IRCC on early morning 8AM

I got an email saying my application has been approved for virtual confirmation of permanent resident and I needed to confirm if I am physically in Canada. Subject says COPR.

Nope, your BIL will be considered tour spouse's extended family and your spouse can request an AL and can travel is your spouse have a visa.
