Hi! Sorry to hear about your application being returned. Hope all goes well for you.
I am just wondering if they returned it in the same Canada Post envelope you sent it in or did they use a new one? I am asking because I submitted my application back in March and haven't received AOR yet and I recently moved to a different city so I don't have access to my old mailbox.
Hence, if they send applications back in the original envelope which I still have the tracking number for, I could track it if they send it back and at least know that my application was returned and that I have to submit a new one.

It came in a new envelope.

I have sent courier to cic about a month ago with payment receipt and other required documents. after few days ,I got message from bank that transaction is declined and whole money is refunded .then I raise webform to inform cic about declined transaction.but cic don't respond me.now my concern is that can I send new parcel with valid payment receipt,nomination and other required documents without returning old parcel. It is positive or negative for me..

You should send a new application with a new fee attached ASAP, as your previous application will get rejected because of fee.

Yes there have been multiple applicants who sent a second parcel and received AOR, also they got returned thier first application as well.

What is the receipt's status in online? https://eservices.cic.gc.ca/epay/viewAllReceipts.do
If your bank transaction has denied then no point in waiting as your application will anyway get returned. So as masood said, send a new application.
But before that pay for the receipt today and wait for few days to see that transaction posted in your bank account before you send another one in hurry.

I also noticed a strange thing on the ECAS.

My current home address is correct.
But the current mailing address is wrong! It is the address from India where I haven't lived for 3.5 years since I moved to Canada.
Any idea on how I could get this changed?

it is your PR ecas file, they didn't update the whole information.
you can change the info any time, if you see the address info, just click the icon below the home address.
