Hi everyone,

Here is my timeline:

FSW-Outland (US)
NOC: 4012
VO: Ottawa

According to my GCMS note my application was approved on September 15 but I got the PPR a few days ago. I have 30 days to send my passport to get my visa.

However, I cannot travel now and I have already sent them a webform but it seems that it takes 2 weeks for them to respond. (Their online system is really disappointing and it seems that they do not care to fix it) So

1. If I send my passport now and get my visa, for how long is the visa valid for entry? I do not care about my medical (it will expire in mid march) because I am willing to retake it if they ask.
2. I could have traveled in Sep or Oct but they did not send the PPR email at that time (although my application was finalized) so I changed my plans and I cannot go to Canada until May-June 2021. Is it really possible to delay my travel until then, especially due to the pandemic?

Again I have sent a webform asking these questions but I would appreciate it if anyone can give me an insight.

When I called the agent, he said the last note on eligibility is given on July. So he assumed, that last update was on july.

This brings a good point.

@legalfalcon - Is it possible, that stage may be passed, but not documented on file which agent have access to? I meant, things are moving, but agent can't see notes in the file?

When you call IRCC, the people responding are not officers or agents. They are call centre reps. Usually they will have access to your file, but in some cases they just don't dig deep enough.

Also, does that mean that nobody worked on my file since it was transferred to Ottawa? Is the "REVIEW REQUIRED" tag causing delays?

Understanding “Review Required”

A lot of applicants see “review required” in their GCMS notes for eligibility. There are many theories floating around with regard to what “review required” means and if it is alarming.

Before I venture into explaining the significance, it is important to understand that each application goes through the following stages as per the Immigration and Refugee Protection Act and the regulations (Canadian Immigration Law):

R10 – Completeness Check
Criminality
Medicals
A11.2 – eligibility
Security

Out of the above, the most important stage is eligibility. This is also the most time-consuming stage because your documents have to be verified, evaluated and assessed to ascertain that you meet the eligibility criteria for the program you have applied (FSW / CEC / FTW). To stream line this process and make it easier for an immigration officer (decision making authority), all applications are first evaluated by case analysts or program assistants. They review the documents and summarize it in the GCMS. If they have any concerns with any document or want the immigration officer to carefully look into a specific document, they will flag it as “review required.” It is the content of the note that is important here. If the review required is for a specific document, while the summary of the note says that an applicant has met the eligibility, or “ready to finalize” it simply means that while the applicant has met the eligibility criteria, but the specific document needs a careful examination form the officer before promoting (eligibility pass) by the officer.

However, if there are concerns, they will be clearly mentioned in the note. If there is nothing specific and still you have a RR, then it merely indicates that the CPA or analyst is requesting the officer to review the documents once before finalising it.

The specific reasons would be that the job duties do not match, or the employment cannot be verified, or the number of years of work experience claimed cannot be verified. This is where an application can land in muddy waters. But the final decision rests on the immigration officer. He may override the decision of the analyst / assistant or go with the analysis of the analyst / assistant.

If you answered yes to a statutory question, about a prior visa refusal etc, you will have RR. This only indicates to verify if you have criminality or inadmissibility issues based on the refusal.

Even in cases where the analyst / assistant is of the opinion that the applicant has met the eligibility, and there is no “review required,” the officer can replace it with his own opinion. Though rare, but it does happen. This is why the eligibility is only passed when an officer conclusively marks the eligibility as passed.

Finally, there is “review required” for PoF. This is the most common in many applications. This is because, the financial and banking practices of each country are different. Eg. Fixed deposits are know as Certificate of Deposit (CD) in the US. Similarly, treasury bonds, mutual funds, stocks, and many other investment vehicles are there. If your PoF anything other than a bank deposit, it is more likely that it will be marked as “review required.” Also, IRCC does not go by day to day fluctuations in FOREX. Instead, the Canadian federal government issued a quarterly conversion rate for all FOREX vis-a-via CAD. If your PoF is in a foreign currency, then you may have “review required” for the officer to make a determination.

Just because you have “review required” does not mean that you hit the panic mode. Instead, read the context in which it is there. If there is a concern regarding a document, you can send a replacement document via CSE. The most common reasons for RR are:

1. Work reference letter without job duties
2. Work reference letters missing all the details requested by IRCC
3. If you submitted a letter from a colleague because you were unable to get one from your employer, but did not have a LoE on file, this too will lead to RR.
4. Not sufficient work experience in the primary NOC.
5. Inability to verify your employment as your employer details are missing.
6. Answering yes to statutory question.

There are just some of the scenarios.

This is exactly what happened. After 2 weeks they finally responded with a template blaming delays on the pandemic (I already knew that, thanks), and answering none of my actual queries. Honestly, not surprised though. Having some experience in a contact center its clear that IRCC center operates like any other and they are just churning out responses to hit KPIs, not actually providing a meaningful service...

This was my last day of waiting now I am going for BOWP. Visa expires next week.

Good evening everyone. Please who can explain what is really going in in IRCC, why are septemenr AOR batches getting their PPR before March AOR...I know of 3 people who have gotten their PPR in 2 months and 3 weeks, why is this so...and we in this forum have been waiting patiently...I need answers please...Thank You.

It’s frustrating, it affects everyday life and thinking.

I understand and share your frustration but I have moved on and hope you do too. I have no words at all for your question just that May the force be with you.

It's really frustrating I wont lie, God will see us through and we get ours soon also.

Really really frustrating ... We struggle a lot during pandemic and with all risk able to collect all document and submitted in a hope that will get PR within 6 months... With all stress waited for Biometrics call by keeping phone very time .. Now people are getting who all submitted after us...I don't how it is justified... frustrating frustrating....

I also suspect this! I’m FSW inland and I’ve travelled to the US about three times since I came to Canada. My GCMS note shows that info sharing partner is the US and they put it as ‘not urgent’.
I’m tired of waiting and I’m getting frustrated.
Now I have got the latest FBI clearance letter and provided it to IRCC, let's see what will happen.

Hi @Invincible84 / @legalfalcon / Guys,

My COPR and PRV were issued in October/2020 and it expires in February/2021. I am currently in USA, so I am exempt from ban.
But, currently I am not willing to move to Canada right now because of on going COVID and cases on the rise in USA and Canada. So I tweeted IRCC asking for extension of my COPR and PRV.
IRCC replied back saying to check below link for latest up-to-date information regarding approved COPR.
So when I checked the below link, it says that we don't need to inform IRCC if we are not ready to move to Canada currently.
So I think that I don't need to worry about informing IRCC for now. And when I am ready to move to Canada in summer, then I can fill out web form and ask IRCC to extend COPR and PRV.

What do you guys think?

If you got the COPR, first think is to finish entire process till PR card. If you expect any extension from IRCC, it would take ages to get that. Now you have COPR take a risk, and finish the landing process if require.

I am in the same situation, they literally fucked PNP-Inland candidates, in the current situation, I cannot do anything. I want to travel but i am stuck due to PR and don’t know when will they issue COPR
Same boat. AOR March 2 and still nothing updated.
Why they fucked PNP-Inland candidates, it's unfair.

Now I have got the latest FBI clearance letter and provided it to IRCC, let's see what will happen.
I am also in same situation like you. I am talking to agent since last 2-3 weeks and hearing that biometrics needs to be validated by officer and update on profile. It will kick off criminality process. As soon as it kicks off criminality doesnt take more than week. Until that you will see criminality in progress.
I also asked that what can we do for that because it is in this state from last 1.5 months then he said nothing just wait for it.
