Did my SECURITY start or not? I passed eligibility and criminality is CIO and since the file was transferred to Paris VO there was no movement.
If your security clearly states not started, then it is not. Usually after eligibility is conclusively passed, the security will go blank, and you sill see s15 on the top right of the page, as security related details are always redacted.

Also the image you have uploaded, clearly states that your security as not started.

Check if your eligibility is passed.

My eligibility is passed by a CASE PROCESSING AGENT, I see no OFFICER REVIEW in the notes. I do not know if it's conclusively passed or not since Paris VO did not take any action yet. Do you have any idea how does this office work? It seems like there aren't many cases handled and they do not work consistently on EE files, other applicants in the same VO did not receive a GU since April.
We saw PPRs from every other office except this one.

Unless your have an officer's notes, the eligibility will not be conclusively passed. Given that your AoR is March and the average timeframe for EE is now 9 months, there is no need to be concerned about. Due to COVID, many application got delayed.

Send a webform and request a status on your application. After a few weeks, request GCMS notes.

The GCMS notes are requested and released under the Access to Information Act or the Privacy Act (for inland), and is handled by a different division of IRCC. Whereas the processing of your application happens under the Immigration and Refugee Protection Act, by another division.

The two processes are not interrelated, except that your re requesting info about your application currently being processed.

Given that your AoR is March, this is a good time to request your GCMS notes as once you receive the notes, you will have a clear picture on the current status of your application and proceed accordingly.
How do we order GCMS notes? I'm an inland applicant with AOR March. Also does it cost to order? I see online you have to be a permanent resident to order them?

Since you are inland you can request your own Gcms Notes for free by following these steps.


⭕ Who can make a request for free?


Any Canadian citizen, permanent resident or individual present in Canada has the right to access their personal information held by government institutions that are subject to the Privacy Act.


There are no fees charged for requests made under the Privacy Act.
The purpose of the Privacy Act is to protect the privacy of individuals with respect to personal information about themselves where it is held by a government institution and to provide individuals with the right to access such information.


Note: Personal information which belongs to an individual who is not a Canadian citizen, a permanent resident of Canada or currently living in Canada must be requested under the Access to Information Act, in which case a consent form will be required.

⭕ Checklist of what you will need

To prove that you have the right to make a request, you must provide one of the following documents: a copy of your Canadian passport or your permanent resident card, or an official document that demonstrates you are currently living in Canada (i.e. a driver's license, bill with proof of address, work/study/visitor permit, etc). Only one (1) document is required. Your Social Insurance Number (SIN) will not be accepted.

A consent form is NOT needed for a Privacy Act request since you are requesting your own information.


⭕ What file types can I attach for my supporting documents with my online request?

The maximum size of each file is 2 MB (two megabytes). The following file formats are allowed:

  1. Portable Document Format (PDF)
  2. JPG, TIFF, or PNG (Image)
  3. DOC, DOCX (Microsoft Word Document)

If you are an inland applicant, you can request your GCMS for free from the following https://atip-aiprp.apps.gc.ca/atip/welcome.do?lang=en

The GCMS notes are requested under the Access to Information Act or the Privacy Act.

As per the law:

  • 4 (1) Subject to this Part, but notwithstanding any other Act of Parliament, every person who is
  • has a right to and shall, on request, be given access to any record under the control of a government institution.

As per the extension:


Extension
2 The right to be given access under subsection 4(1) of the Access to Information Act to records under the control of a government institution is hereby extended to include all individuals who are present in Canada but who are not Canadian citizens or permanent residents within the meaning of the Immigration and Refugee Protection Act and all corporations that are present in Canada.

The same provision applies to the Privacy Act too, wherein it states:

Privacy Act
Right of access

  • 12 (1) Subject to this Act, every individual who is a Canadian citizen or a permanent resident within the meaning of subsection 2(1) of the Immigration and Refugee Protection Act has a right to and shall, on request, be given access to
    • (a) any personal information about the individual contained in a personal information bank; and
    • (b) any other personal information about the individual under the control of a government institution with respect to which the individual is able to provide sufficiently specific information on the location of the information as to render it reasonably retrievable by the government institution.
Extension
2 The right to be given access to personal information under subsection 12(1) of the Privacy Act is hereby extended to include all individuals present in Canada to whom that right has not been extended previously.
