Did you live outside Canada during your eligibility period for whatever reason? Study, work, your home country, etc. then you should respond yes. Many have felt that this question is poorly worded. Anyways, for your situation, if you lived outside Canada during your eligibility period, please answer yes. If yes then explain it in a letter with your application that you were not crown servant and just responded yes to mention the fact that you lived outside Canada. Also if you responded yes then it is advisable to attach form CIT 0177, you might want to write N.A. on most fields in that form, put your name, date and signature. Good Luck.

So probably they will return my applicantion because I said no, even though my first 2 months during my elegibility time I was living in my home country because I am not related with a crown servant.

Don't worry. there is a very high chance your application won't be returned because of that. As long as all your absences are documented in the calculator, nothing to worry about over here. Also, there are many applicants who marked this question as "no" despite living outside Canada during their eligibility period (because they are not crown servants exactly like your case) and they are currently waiting for their Oath or even proud Canadians by now.
Just chill and enjoy the weekend.

"The eligibility period
I did not complete CIT 0177 because I was not a Crown Servant or related to anyone in this category. That way, my answer was negative in section 9c of Form CIT 0002, even though my eligibility time includes a short period of life outside Canada (March/April-2013). However, a copy of my Hydro bill can be found translated from that period, living in Brazil, the country where I was born."

That 2 months should not be counted since I have 949 credit valid days before become PR.

My questions are : should I fill new application or send same old one back with new photos.

You are good! You did more than required.

You can send the old one along with the new photographs (Just ensure IRCC will receive the application in less than 90 days after your signed date). If you want to gain additional buffer days, you might consider signing a new application with the new date. Both options work.
I've done mine in Costco and they were inexpensive and very professional (they knew exactly what to do once I told them it's for citizenship application).

I think this is NOT correct for returned (incomplete) application. "Returned Application" is different from "Refused Application". Refused application is when the application is processes and refused.

It’s not refused it un processed application they said fee is not taken so I can use same fee for new application

You can use the same payment if it gets returned.

I got my application returned due to it being stale (I dated/signed it as 2017 instead of 2018 o_O), and incomplete. They will not take the payment in that case. when I resent it, I just used the same payment receipt.
