My application was received Jan 28, started process March 7 and still haven't got SA :-(

That's not the right answer they gave you. 17 months is the time frame for getting the PR. For getting the SA it is only 36 days and you are way overdue. You should call them again and explain that you didn't even get the SA yet and they should give you some information.
It could be possible that they asked for additional information from you and the communication got missed and now they are just waiting for a response from you.

Haven't got any response after that ..
