I understand your frustration since I was in your position a few days ago. I called the CIC and the agent was completely clueless, but I got my AOR the next day. Most probably just a coincidence but it won't hurt to give them a call. Also check the status of your application on the Ecas system. Can country of origin be a reason for delay?
There's quite a wide range of timeframes for receiving the AOR, with some applicants waiting well over a month, despite the rest of their batch moving quickly. My husband is from Russia and he got AOR within 2 weeks, so I don't think they are delaying simply based on country of origin. Don't be discouraged, it will come in time.
