CIC have updated the CELPIP language requiremnts.

Before April 1st, for NOC A, the CLB level is 7 and CELPIP is 4L

I had sent an email to CIC to clarify whether it is a typo or is that a new requirement ? However i didn't get any reply from them, and today the CIC site has been updated.

I have seen ppl mentioning CC charged on date x. So can we interprete this like, if they are issuing your AOR successfully than only your CC is going to charge else not. Correct me plz if I am wrong

That is correct. If your CC is charged its an indication that your application is good for further processing. You will usually receive the AOR with in a week.
