Thank you for your response. However, how can one be part of their strategic recruitment. Do you have any information on how to go about that.
You have to watch the page on their website. Usually it is a visit to a city but due to Covid all visits are on hold.
Thank you very much for this information. That means the one currently held now has been on or they have visited the place for a while now. Because they are yet to conduct the regular draw streams. Since 2019 july.

It is not clear what comes under strategic initiative. In the site, there is no update about recruitment campaign happened outside Canada since October 2019. Yet, they issues LAAs in every draw for Skilled Workers Overseas under Strategic Recruitment Initiative.
My situation is like this, I have over 60 points to submit an EOI. However for ranking, I can only get maximum 425 points including friend connection 50. Even if one gets maximum points for all other factors he could only reach 550 with friend connection and lowest rank getting invite always stays around 700. I am unable to find any other pathway as I do not have sufficient points to create an Express Entry. Human Capital Pathway could be possible as my occupation is in demand list, but it seems not opened yet.
I would appreciate it if you could kindly advise.

So the last draw they issued 51 LAAs with the lowest score of 726. Some could be those with an Express Entry profile or some with family (more points) and friends. What is the Human Capital pathway as I know Ontario has this stream but didn’t know Manitoba did too. Believe Manitoba is moving to an EE pathway like most provinces.
They are going to have both EE and Human Capital Pathways, but no starting date yet. I am trying to find any applicant got LAA with a friend connection to get a clear idea about eoi ranking points.
