1. To be eligible to apply under MPNP international student stream, you need to complete a recognized course of min. 1 acd. year, apply for and get PGWP. Once on PGWP, you need to get ANY FULL TIME job with a SINGLE employer, do that same job for min. 6 months, and then apply for PNP. Only difference and advantage for Manitoba based students..that there will be faster processing of PNP applications, will be given 1st priority.To know more about Manitoba PNP visit the official site:

2. As a post secondary student, you can change university/course, once in Canada. Absolutely No problem.
As per CIC:
Post-secondary student
You may change your school, program and/or field of study without applying for a new study permit. You do not need to apply for a change to the condition of your study permit, either. You may continue to use your study permit as long as it is valid.
If you are changing your level of study (e.g., bachelor's to master's), you do not need to apply for a change to the condition of your study permit, either.

3. To apply for any student immigration programme, you 1st must get a PGWP. To get PGWP, you need to do a recognized course of min. 1 acd. year/2 sem/ min. 8 months of actual study. But, it is usually reccomended to have atleast 1 or more years of PGWP, so as to get enough time to work, apply for PNP, get nomination and then apply for PR. To know more about PGWP:
