getting a job right after graduation which will qualify u for PR is highly unlikely.......atleast plan for 4-6 months time to find a job

Is it necessary to have a prior work exp. before applying for the technology management program at RRC??
I am an M.tech from India (no work exp so far and no year lag) . I did both my b.tech and m.tech in electrical. Is this program in RRC apt for me?? please suggest. Also since this is just a certification course, is there any other licensed program through which I can be acknowledged as a professional engineer in canada after i get PR
