Hello.

The LOA is usually issued within 6-8 mos from the date of application, this is according to the timeline of the GS applicant. However, we have also noticed that the process is quite slow NOW. They have prioritized ONLINE APPLICATION and I think they are in SEPTEMBER applicants compared to APRIL for GS.

For me, am still waiting for my AOR (file number) I have submitted my app last August and I haven't received any news yet. I know 2 applicants who are still waiting for their AOR as well, unfortunately they have applied ahead of me (July). After you have received the AOR, you have to wait 4-5 mos for the sponsor interview then LOA will follow. It might take 8-10 mos as of now for GS from application to LOA. Saddening.

With regard to your question, i have written in the app, we have studied English since preschool up to college. I have stated that it is our first language. Have you taken IELTS?

hi

1) LOA is supposed to take 3-6 months. during June - Sept it was taking 8 months; and since Oct applications, it is now taking under 2 months. I think it depends more on your category as well.
2) Language Ability : IELTS for English or TEFAQ /TEF for french. One of this has to be submitted mandatorily now. Failure to do so might - (a) be cited as reason for rejection of application ; or (b) They might ask you to submit IELTS certificate. MPNP website immigratemanitoba.com does mention since May 2012 that IELTS is now mandatory.

I will suggest you to get IELTS certificate before applying under MPNP.

hope that helps.
