Hello,
I read about Manitoba PNP and they mentioned I must be welling to live there. My question what if I found more suitable job in another state can I move ?

Is there any kind of restriction or can they force immigrants to sign a Commitment to stay in Manitoba otherwise they can not get a PR ?

Please someone advise

If you plan to move after you get your PR you may have issues renewing it or when you apply for citizenship. Best policy is to choose the province where you plan to stay.
 
If you apply for and successfully get Manitoba PNP, then have no intention of staying in the province you may be requested to "withdraw" your application.

PNP is for people intending to set up in the province. If immigration believe you are not sincere in this goal, they have the right to refuse your PR.

I am asking after going there and found better job opportunity in another state they cant withdraw application as I am already "there".

when the PR can be issued ?
 
I've been reading a lot about this issue and i see that nobody have the right answer.

I think that the "Intention to live and settle in a province agreement" can't be over the Canadian's constitution.
