I was permanent in my company that is Toronto base and i work in Montreal as a contractor for two year. one reference letter is sufficient?

Let me understand your situation
- I believe your employer don't provide reference letter.
- During your application submition time you forget/Not attached refusal letter

So if my understanding correct .
Why you want to send refusal letter now? any thing VO mentioned in your GCMS note?
If NO, Then why you are doing this exercise and confusing VO ? CIC don't want any extra or additional doc which is not asked or your GCMS notes reflects that

If Yes then send a cover letter refer along with refusal letter state that your employer refused to issue reference letter.
CIC only accept reference letter from HR or your reporting manager at company letter head. So I highly doubt your friend reference letter will be any plus

yes i send my application without employer letter. i raise the request for GCMS note on 19Jan and waiting for that. only for safer side i started this practice. now i am going to wait my GCMS note.
