normally BGC is process of 2-6 months, but in your case 7 months already passed after medical, it is strange.
anyhow please check the date of criminalty: passed, and then calculte 6 months. I hope your turn is due, it is only matter of VO time or Quota. Reply from VO as BGC under process is generic reply from them to let applicants continue waiting for the next process.
how about your eligibility: and when is this passed. NEKEOL

Note that my potential employer didn't send the documents to LVO as requested.

Can it be a mistake by LVO?

VOs are also aware of employers, so I think in ur case thy didnt bother about it whether ur employer sends them the docs or not. Ya Allah mere case main bhi rehem aa jaye LVO ko and thy gv a damn to my employer .
