How vo can deduct the point initially awarded by or claimed by urself or centralised
Office b4 sending PER.I know that if vo thinks u are not eligible for
The points during processing ur app he/she can do so.but in case of
Farneybhoy he was only awarded for 3 years experience whereas he has 10 years.
Only mistake from vo part seems to be miscalculation in points.
Hope I conveyed u what I wanted to ask u guys.
-2nd line means a final decesion has been made about your eligibility by visa officer on the base of BGC except criminity and security BGCjaggy999 said:Getting a refusal letter after processing line is an indication that background checks have yielded some negative results. An application can be rejected at any stage.......but after 2nd line, the visa officer needs to follow procedural fairness for refusing an application.
Before 2nd line is added, 2 stages of processing take place after file arrives from CIO.
1.Paper screening notes is usually done by a junior visa officer or staff member of VO. Paper screening notes is basically just to check package again for completeness(though its already done at CIO) and inconsistencies in application while viewing file for first time. Points calculation and any basic concerns for ur application are highlighted and application is prepared to be viewed for senior visa officer.
2.The senior VO will then check ur file again, calculate points once again, deeply scrutinize it based on his/her local knowledge(only if he thinks that the points awarded adequately reflect ur ability to become economically established....the second line would be added).
Once processing line is added, and he/she thinks file is ok, he/she also logs if an interview is waived/required and addln docs/MR to be issued. Also even minor inconsistencies on file are magnified at this level and further bg checks are initiated, hence it takes varying level of time for MR to be issued).

Dear Sir/Madam,
This is in response to your recent email enquiry to the Immigration Section of the High Commission of Canada in New Delhi.
Please be advised that a procedural fairness letter has been mailed on September 26, 2012 at the below address which is on file:
jaggy999 said:If you have completed Medicals, then Procedural fairness letter may be for the below reason:
1. If the medical officer is of the opinion that the health condition of an applicant, or the applicant's family member, might reasonably be expected to cause an excessive demand on social services (M5), the medical officer writes a medical narrative, followed by a list of the required social services and their cost implications.
Upon receipt of this opinion, the immigration officer sends out the (excessive demand on social services)EDSS procedural fairness letter. This letter invites the applicant to provide the additional information required to overcome the finding of inadmissibility.
The following codes have been added to the immigration medical system (IMS) to inform the immigration officer that the client is inadmissible due to a health condition:
T9 – for excessive demand on social services;
H9 – for excessive demand on health services;
E9 – for displacement of Canadians who are on a waiting list.
The system will allow the entry of simultaneous codes (H & E, T & E, etc.). For example, a person can be inadmissible because their condition is causing an excessive demand on both health and social services.

wrong buddy they did get that second linejaggy999 said:
I agree 2nd line means eligibilty has been passed.
For -ve eligibilty, the 2nd line must not have been added to ecas in the cases of omee and meem. Am I right?

Dear I would like to reiterate that chances of getting refusal greatly reduce after 2nd line, though it cannot be ruled out.
Similarly, chances of getting MR also increases slightly.
both omee and meem received 2nd line first and after two weeks both received refusal letter.this was the most prominent incident of our forum. in june there was a monsoon of 2nd line, both applicants received 2nd line and two weeks after received refusal and other applicants received MR after 2 to 3 months.jaggy999 said:
