LTO CERTIFICATION WITH RED RIBBON (FROM THE PHILIPPINES)

ONLY IN EAST AVENUE THEY GIVE DRIVERS LICENSE CERTIFICATION.. U NEED PHOTO COPY OF UR DRIVER'S LICENSE & HAVE PHOTOCOPY OF RECEIPT...THEN GO TO LTO EAST AVE.. COUNTER 10, NEAR THE CHAPEL, THEN IN 10 MINUTES THEYLL GIVE U THE VOUCHER (ITS VERY VERY FAST) THEN U CAN GET UR CERTIFICATE IN DFA AFTER 10 WORKING DAYS.. AUTHENTICATED ALREADY...

How about for people living outside Metro Manila? How can we get the LTO Certificate with Red ribbon from DFA?

Only LTO Main issues it when I was there before. Don’t know if the other offices do so too.

I am leaving for canada soon and im trying to get CERTIFICATION OF DRIVING HISTORY AND CERTIFICATE OF NO APPREHENSION for my application for drivers license in canada. I would like to ask anyone from the provincial area or anyone with knowledge on this if you were able to get these documents from provincial lto offices? Please help.
