Q. What is lowest CLB required in Manitoba for skilled worker ( NOC type 0) ?

I have taken IELTS (General training) test and my scores are as follow:
writing: 5.5
listening: 8.0
speaking: 7.0
reading: 6.5

am I eligible in any skilled worker programme of express entry or PNP with these IELTS scores.
I have a work experience of 5 years
