I want to apply for someone using express entry but the points which shows up are around 370, He is applying from out of canada. I saw that the last draw was closed on 491. I see it next to impossible for him to get points near to 490.
Does this mean that for these kinds of people ( education from outside canada, experience from outside canada, no job offer from canada), it is almost impossible to apply for canadian immigration? There are a few provincial nomination programs but again do they also consider people who have canadian experience, canadian education or they can accept someone with points like 360 or 370 .
