Can you suggest any college with lower tuition fee for master program.

I could not find any category like "Mature students"

Does academic gap matters very much in selection even you have very high academic and professional records.

Sorry, I guess mature students are only applicable for undergraduate studies. According to me, academic gap should not matter this much, so you should have high chances of being selected.

I have heard University of Saskatchewan does not select international students that much.

I would recommend you to look for colleges instead of Universities . This will save you alot of money and it will be easy for you get your admission. Plus there are lot of colleges in Vancouver as well , if you want to live in a metropolitan area. What i have found out is that ranking doesn't matter too much there. I would also suggest to look for credentials other than Masters. They have a lot to offer
I do not want to perform any diploma, either its me being selected in university abroad for masters, or else I would be doing masters from my home country.

You will find it very hard to secure a visa with a 2.2GPA, study gap of 10 years and just a PG program. All 3 indicate plan to immigrate. I would look into MS or MBA

does any university in Canada accept that CGPA for Master Programme??
to me, the CGPA is low which means she need to do the PGD so as to further go for masters later after graduation

May be. But, as far as I believe , PG diploma is better for career enhancement. For example, I am working in Telecommunication and coursed related to Network security are beneficial when you have experience in the field. But, even I drop PG diploma option, would one be able to secure admission in Masters ?

I don't know what you mean. PG is NOT better than master's for career enhancement unless you already have Canadian education and/or work experience or plan on going back home, in which case do what makes you happy.
