Lost refusal letter. Can I request for a new one from immigration office

We had applied for a visitor visa to Canada in the year 2014. It got refused.

Now I would like to apply for visitor visa for my mom to Ireland to help me during my delivery. Ireland embassy is asking for previous refusal letters. Chances are high for rejection if no previous refusal letter is submitted. Since I need her here for my delivery it's necessary for me to know how to get a copy of the same.

Is there a possibility of getting a copy of the refusal letter

You should have received it through myCIC, have you tried logging in again?

You can also contact CIC and ask them but it is probable they do not have that service. Give it a try nonethtless.

in 2018 i apply for study visa from an agent ..AND got REJECTION,,,i thought agent lied about my file..means he did not submit...and show me fake rejection that's why in application form i wrote that i have no refusal from canada...now i don't have refusal letter to show and how could i convince visa officer for not mentioning past refusal...plz help

You can't convince him now since he had already given you a decision. In case of representative IRCC says that they only represents you means the info is the one you give to them. I would suggest going for another application with the strong letter of explanation why you forgot to mention which lead to refusal, I would also suggest to change your representative. You can also try to appeal if you want depends upon the officer if they want to acknowledge it or not.
