Lost passport outside of Canada

Hello,
I am an international student in Canada, and I lost my passport with the valid visa stamped to it while I am outside of Canada. I have my study permit and it is still valid until August 2019.

I have to obtain my new passport. How should I request for a new visa?
Does anyone have the same situation? I really need help.
CIC tells me that I have to apply again from outside Canada. But I could not find a link considering this specific case. Should I follow the normal procedure to obtain TRV or study permit?

You don't need a new study permit. Not sure why you think a TRV is not for students. A TRV is what you had stamped in your previous passport.

You need both. One is a travel permit to let you in the country (trv) and the other allows you to study.
